short description
The Association of the Carpathian Euroregion announces the first call for proposals for project funding under Priority 4- cooperation of the Small Projects Fund of the Interreg NEXT Poland – Ukraine 2021-2027 Programme.
Call objectives
The following priorities and specific objectives have been developed within the programme:
- P4: Cooperation
- SO 4.2: Build up mutual trust, in particular by encouraging people-to-people actions
Expected results
The programme proposes the following (non exhaustive) types of measures:

- Integration of residents of the Programme area in the fields of art and culture
- Cross-border cooperation in education
- Integrational initiatives and capacity building in the field of healthcare and safety
Examples of types of activities for which funding can be obtained:
Integration in culture and art
- Joint cultural events, creative leisure activities;
- Protection and promotion of cultural heritage sites;
- Integration through culture and art in the Programme area.
- Cross-border cooperation in education
- Innovative educational and scientific technologies;
- Cross-border educational offerings;
- Youth exchanges, training (institutional cooperation);
- Integration of Ukrainian children and youth into the Polish educational system.
- Integrational initiatives and capacity building in the field of healthcare and safety
- Promoting regular medical check-ups and hygiene;
- First medical aid.

Project Partnership
Each small project needs to have at least one financial partner from Poland and one financial partner from Ukraine as well as activities implemented on the both sides of the border.
In a small project, there may be more partners alongside the applicant and partner.
Funding under the Small Project Fund is available only to projects, implemented in Polish-Ukrainian partnership, that demonstrate by a wide cross-border impact, real cooperation between partners and sustainable products.
Who can apply for funding for a small project:
Institutions from Poland and Ukraine located within the programme support area, whose primary aim is not profit-making, e.g.:
- state, regional and local government units, associations of these units and institutions subordinate to them;
- other public law entities (e.g. chambers, government administration bodies);
- rescue units, fire protection units (including fire brigades) and the police;
- non-governmental organisations;
- schools and educational establishments;
- higher education institutions and scientific institutions;
- associations and organisations activating the economy, technological centres (e.g. chambers of economy or trade, business environment institutions);
- institutions that organize or provide services for vulnerable groups,
- institutions that provide care for migrants and refugees.

other eligibility criteria
The support area is as follows:
- in Poland – Podlaskie, Mazowieckie (Ostrołęcki and Siedlecki subregions only), Lubelskie and Podkarpackie voivodeships;
- in Ukraine – Volyn, Lviv, Zakarpattya, Rivne, Ternopil and Ivano-Frankivsk oblasts.
Funding for a small project:
- The total value of a small project must not exceed EUR 100 000.
- Small projects implemented within the SPF project shall be co-financed in the amount of up to 90% of eligible expenditures.
- The minimum limit for co-financing of a small project is EUR 20 000 and the maximum Programme co-financing amounts to EUR 90 000.
- The remaining funds amounting to at least 10% of eligible expenses as the so-called own contribution are provided by the institutions from their own financial resources.
- In the Small Project Fund there is a possibility to finance a part of the own contribution from the Polish state budget it applies to non-governmental organisations referred to in Article 3(2) of the Polish Act of 24 April 2003 on public benefit activity and voluntary work (Journal of Laws of 2022, item 1327).
- Furthermore, a minimum 20% of the joint small project budget shall be assigned to activities on each side of the border.
